What is SEM? The differences between SEM, SEO and PPC
SEM combines organic visibility and search advertising. Learn how SEM, SEO and PPC differ and when each channel makes sense.
SEM (Search Engine Marketing) is marketing in search engines: activity that helps a company appear when a user makes a query. In the broad sense, it includes both organic visibility (SEO) and paid search-result advertising (PPC). In some marketing teams, “SEM” is shorthand only for paid campaigns, so agree what the word means before planning a budget.
The key difference is not in the name but the operating model: SEO builds an asset that keeps working after a specific campaign ends, while PPC buys the opportunity to show an advert for selected queries for as long as the budget lasts and the campaign meets serving conditions.
The simplest decision rule is: use PPC for a controlled test or a time-limited need, SEO to answer recurring demand systematically, and both channels together when you can measure not only clicks but also the quality of conversations acquired.
SEM, SEO and PPC - a simple comparison
| Term | What it includes | When you see an effect | What you pay for |
|---|---|---|---|
| SEO | content, technical work, structure, and site credibility in organic results | usually gradually, after indexing and evaluation | work on the asset, not an individual click |
| PPC | paid adverts launched around queries or audiences | after a campaign launches, if the advert is eligible to serve | usually an interaction or another agreed campaign objective |
| SEM | a search-engine presence strategy; depending on definition, SEO + PPC or paid activity alone | depends on the channel used | depends on the chosen mix |
Search-network adverts can appear alongside results when a user query relates to selected keywords. They are not organic results, though; Google clearly separates free listings from ads. Explanation of organic results and ads
When SEO has the advantage
SEO makes sense when a company wants to be found repeatedly for recurring customer questions: definitions, comparisons, implementation problems, and services that do not need to be sold in a day. A well-built article or service page can answer a question for a long time, while further publications and internal links reinforce the whole topic.
This does not mean SEO is free. It requires time for research, editing, technical work, and updates. The difference is that after work stops, it does not automatically disappear with a campaign’s daily limit. That is why at Condictor we start with organic visibility: structure, content, and topics the company owns. We explain the foundations in the SEO article.
When PPC is a sensible complement
A paid campaign is useful when you need to test a message quickly, collect first enquiries for a new offer, support a time-limited launch, or reach an audience with strong purchase intent before a site gains organic visibility.
PPC does not replace a well-matched landing page. If an advert leads to a general page, the form has too many fields, or the campaign promise does not match the post-click content, the budget only reveals the problem faster. Before launching a campaign, agree on:
- one main action after arriving on the page;
- a message that answers a specific query;
- a way to measure lead quality, not only click count;
- a test limit and the condition under which the campaign will be improved or stopped.
Data from advertising tools is useful for campaign planning, but it is not an automatic forecast of organic position or sales. A high-bid phrase can signal competition, but it cannot answer whether content meets the user’s intent.
How to combine SEO and PPC without duplicating work
The best setup does not look like two separate teams fighting over the same report. Both channels should use one map of customer problems.
- PPC can test the language of the offer. If a message variant attracts the right enquiries and conversations, it is a candidate for developing on a service page or in organic content.
- SEO can build demand and trust. An article explaining a problem prepares an audience for a conversation, even when it is not ready to click an ad today.
- Analytics joins both pictures. Compare not only clicks but submission quality, contact-acquisition cost, later sales stages, and questions that recur in conversations.
The common point is keyword analysis. It is not about copying a list of phrases into an advert and an article, but recognising which needs sit behind queries and which page should answer them.
Which metrics to agree before starting
There is no one number that assesses all SEM. Match the measure to the channel’s objective.
| Objective | Most important signal | What else to check |
|---|---|---|
| Market understanding of a topic | organic impressions and queries | whether the page appears for the right questions |
| Acquiring enquiries | number and quality of leads | source, cost, sales-team response, and later stage |
| Store sales | transactions and margin, not only clicks | acquisition cost, returns, repeat purchase |
| Testing a new value proposition | conversations and behaviour after arrival | whether the message is clear without an ad |

Conclusions not to draw from an SEM report
The most expensive mistakes arise when an intermediate indicator is treated as a business result.
- A high ad CTR does not prove that an offer is profitable. It may only mean that the headline works.
- A low cost per click is not success when visits do not lead to valuable conversations.
- More organic traffic does not help if it concerns questions unrelated to the offer.
- Form conversion is not enough when most submissions do not meet collaboration criteria.
- Attributing a sale to the last click may miss the article or earlier visit that built trust.
Before starting, therefore, record the definition of a lead, the margin or value the campaign must protect, and the way the source is passed to CRM. Without this, it is easy to optimise the advertising panel at the company’s expense.
When not to combine SEO and PPC
Combining channels is not an obligation. If the team lacks resources to improve the site, analyse queries, and handle leads, parallel activity only multiplies unfinished experiments. Do not run an advert to “help SEO” either: buying clicks does not buy organic rank.
A better sequence is one hypothesis, one landing page, and one way to assess a result. Once you have a credible signal, decide whether the topic deserves permanent organic content, a further paid test, both channels, or rejection. This “no” is a full experiment outcome — it protects the next budget.
What to choose in a small company
If the budget is limited, do not try to run every channel at maximum scale from the first month. Start with a few topics in which the company has experience and can answer better than a random advice catalogue. Build a pillar page, supporting pieces, and a clear route to the offer around them. Treat advertising as a purposeful test or support for a moment when speed has real value.
For us, SEO and organic marketing are the core, not constantly burning an ad budget. If you are interested in a campaign-payment model based on an action, also read about CPA and other performance models.
